Pinal Hispanic Council

Vision

Pinal Hispanic Council's overall vision is to continue to meet emerging agency and community needs, develop innovative approaches, and ensure internal/external quality controls.

 

Values and Philosophy

Pinal Hispanic Council strongly believes in the provision of quality services within a cultural framework to all consumers in need.  The confidentiality and rights of all members are considered sacred.  The PHC values the inclusion of family and community as part of the members healing process.  The PHC values the unique ability to advocate on behalf of consumers and brokers necessary resources.  PHC also values its ability to collaborate with community entities to ensure services are provided.

It is the philosophy of the agency to provide services from a strengths-based model rather than a deficit model.  The agency believes that services must be available, accessible and acceptable to the community and strongly embrace the need to provide culturally competent services.

Historical Background

Established in 1979 as a grassroots organization focusing on political power, advocacy, education and behavioral health services, PHC successfully completed its twenty third year of operation on June 30, 2002.  In 1987, after becoming incorporated, PHC developed and implemented a comprehensive continuum of care for behavioral health services.  PHC is a private, non-profit corporation governed by a volunteer board of directors who reside in the local service area.  The governing board is primarily Hispanic, which reflects the cultural diversity of Pinal County.  PHC employs 26 full time staff and nine independent contract staff, inclusive of a part time medical director.  PHC staff have participated in various state committees.  The agency was represented on the following committees.

In 1995, PHC was awarded a three year grant from the Center for Substance Abuse Prevention (CSAP). The grant focused on the delivery of cultural competent prevention services to Hispanic youth and families.  The grant addressed risk and protective factors in three life domains.

In 1996 PHC provided domestic violence batterer pre-sentencing evaluations and treatment groups under a domestic violence grant awarded to the City of Eloy by the Governor's Office of Community and Family Programs/Division of Women.  In 1996, PHC was also awarded a Rural Community Excellence certificate of recognition by the Governor's Office.

In 1997, PHC was awarded a Project intervention grant from the Governor's Office for Family and Community Programs to implement a neighborhood improvement and clean-up component.

In 1998, PHC was awarded a State Incentive Grant from the Governors Division for Drug Policy to implement the Botvin Life Skills curriculum in the Eloy Elementary School District.

In 1999, PHC was awarded a Drug Free Community Coalition grant from the office of Juvenile Justice and Delinquency Prevention to implement the Botvin Life Skills Training program at Santa Cruz Valley Union High School.

In 2000, PHC was awarded a Drug Free Workplace Grant from the Governor's Division of Drug Policy

In 2000, PHC in conjunction with the City of Eloy was awarded a Community Coordination Response Team grant from the Governor's Division for Domestic Violence Prevention to implement a Domestic Violence Program.
